About the Project:
The Wolf Orchard property, located at 11004 West Saanich Road, was donated to the District upon the passing of the registered Owner, Gerhard (Gerry) Furstenau, on February 6, 2023. A condition of the donation, or life estate, was for the property to turn into a public park bearing the name of Wolf Orchard in honour of his brother.
Gerry resided on the property for nearly 70 years and had developed strong connections to the community and specifically Deep Cove Elementary School. Gerry developed a working relationship with the school to allow students to garden on his property. This program continues today with the administration of the school wishing to maintain the program.
Staff have worked with the estate, administration from Deep Cove Elementary School, and our Parks Staff to develop a park concept. This concept was presented in a Staff Report at the Regular Meeting of Council on Sept. 9, 2024, during which Council approved the concept plan, the associated budget, and the community engagement plan.

The community engagement plan consists of two reviews of the park concept, one at a stakeholder group level, and one with the community at large. The stakeholder group review would be conducted at a meeting between staff and key stakeholders. The community engagement would consist of providing information on our connect North Saanich site, as well as posting signage at Wolf Orchard showing the concept plan and details. We would ask for community input and staff would provide a ‘what we heard’ report and post for public information. A follow-up report, considering the community input, would come back to council for consideration and final direction.
In the Spring of 2024, staff met with the stakeholder group consisting of family members of the estate, the executors, and administration from Deep Cove Elementary.
The result of the meeting identified the following priorities:
Removal of the cottage
Maintain the orchard
Maintain the planting boxes and the school planting program
Install deer fencing at the planting boxes
Install a park and memorial sign
Install a garden storage shed
Improve traffic/pedestrian safety along Clayton – provision of parking, a walking path, and improved roadway crossing
Consider a Pavilion or Gazebo for community use
Picnic table and benches
Based on safety issues, the District will be proceeding with improvements regarding removal of the cottage and traffic/pedestrian safety regardless of the final version of the adopted plan. Staff are currently planning on removing the cottage in the Spring of 2025.
